Eligibility for Kentucky License Plates
Owners must apply for a Kentucky title within 15 days of purchasing a vehicle or bringing it into the state. (KRS 186.020.) One rear license plate is mandatory for all vehicles. (KRS 186.170.)
- Residency: The 15-day period for obtaining a title applies to both new purchases and vehicles brought in from other states. Registration is tied to the county of residence, processed through the County Clerk’s Office.
- Vehicle: The applicant must provide the original out-of-state title or Manufacturer’s Certificate of Origin. Vehicles with a “salvage” title require inspection after restoration before standard plates are issued. Copies of titles are not accepted.
- Each applicant must provide a Kentucky photo ID, social security number, and proof of Kentucky liability insurance effective within 45 days. Military personnel may provide out-of-state insurance if listed on the title.
- License Plate Categories: Kentucky offers over 150 types of plates in Regular, Specialty, University, Military, and Disabled categories. Military plates under KRS 186.162 include Disabled Veteran, Purple Heart, Former POW, Congressional Medal of Honor, Bronze Star, and Gold Star. Personalized versions are available for most plate types under KRS 186.174.
How to Get a License Plate in Kentucky?
All title and initial registration transactions are conducted in person at the county clerk’s office where the vehicle is garaged. Fees in the next section are collected at the same counter.
- Complete the Application for Title and Registration (Form TC-96-182). Bring the original title, proof of Kentucky insurance, a bill of sale or affidavit of total consideration (Form 71A100), and an odometer disclosure statement.
- Vehicles with an out-of-state title require a sheriff’s inspection to verify the VIN. This check is conducted by the county sheriff; no separate safety or emissions test is required.
- The county clerk collects the title fee, registration fee, 6% vehicle usage tax from the retail price, and any applicable property tax at the time of application. Titles are mailed from Frankfort within 4-6 weeks.
- Kentucky plates stay with the owner, not the vehicle. When you sell or transfer, your plate moves to your next vehicle.
Renewals are annual, tied to the owner’s birth month. The county clerk sends a reminder one month prior. Renewals can be done in person, by mail, or online for eligible plate types.

Can I Get a License Plate Online in Kentucky?
Online access covers only registration renewals. Initial titles, transfers, and new registrations must be completed in person at the county clerk’s office.
The Kentucky Online Vehicle Registration Renewal Portal accepts Visa, Mastercard, Discover, and American Express. The title number and plate number are required to start. A $2 mailing fee per vehicle and a percentage-based service fee apply. Updated stickers arrive within 5-7 business days. Leased vehicles, expired registrations, and owners with delinquent property taxes on any vehicle are excluded from the online portal.
For in-person service, find your office through the Kentucky County Clerks Directory. Payment options vary by county but typically include cash, check, and credit card.
- Mail renewals require the registration certificate, proof of insurance, payment by check made out to the county clerk, and a $2 postage fee. Send the package to your county clerk’s office. Expired registrations cannot be renewed by mail.
If your plate type is eligible and your registration is not expired, the online portal is the quickest renewal path; the county clerk’s office handles everything else.
